Keeping the NC Lottery Accountable.
We'll bring in 1 billion additional dollars for public schools!

Whether you play the lottery or not, people do. If you like it or hate it, the proceeds are SUPPOSED to go to our kids!

While everyone is begging for education dollars and blaming it on Republicans or Democrats, I have a plan to bring in over a billion dollars to education over 5 years just by making them do what they’re supposed to already be doing!

They say their goal is 38%, but they fall too short for my comfort level at 16 PERCENT!!!! We can require accountability of the CEO (yes, there is one), and the board so that they have MANDATORY PERCENTAGE spending on education like was intended.

The numbers put this in clear perspective. Be like Georgia and Pennsylvania. North Carolina grossed more than Georgia, Pennsylvania, or Virginia individually—but sent less to education than Georgia or Pennsylvania.

Georgia and Pennsylvania return roughly 24–25 cents of every lottery dollar to education. North Carolina returns just 16 cents.

North Carolina and Virginia leaned heavily into digital lottery sales, yet their education return rates are the lowest in this comparison. That is not a model North Carolina should accept.

It will not be the legislature’s job to invent the Lottery’s operating plan. Its job is to demand accountability. My legislation will require the Lottery Commission and CEO to present a public five-year “settle-up” plan—with specific actions, deadlines, and measurable annual increases in dollars delivered to education.

North Carolinians deserve an explanation, a plan, and results. Our kids should not pay the price for a lottery that sells more but returns less.
